Abstract

This article aims to explore the current situation, challenges, and optimization strategies of water resource value accounting and compensation mechanism in the Chengdu Chongqing economic circle. As an important national level economic circle in western China, the management and protection of water resources in the Chengdu Chongqing Economic Circle is of great significance for the sustainable development of regional economy and the protection of ecological environment. Firstly, this article analyzes the current situation and characteristics of water resources in the Chengdu Chongqing economic circle, and sorts out the distribution, utilization, and existing problems of water resources in the region. Next, this article focuses on the theory and methods of water resource value accounting. Drawing on advanced experience in water resource value accounting at home and abroad, combined with the actual situation of the Chengdu Chongqing economic circle, the GEP accounting method is used to evaluate the economic value, ecological value, and social value of water resources, providing important basis for the rational allocation and effective protection of water resources. On this basis, this article delves into the construction and improvement of water resource compensation mechanisms. In response to some problems in water resource management in the Chengdu Chongqing economic circle, the idea of establishing and improving a water resource compensation mechanism has been proposed. In the process of mechanism construction, emphasis is placed on the combination of government guidance and market mechanisms, and various methods such as fiscal subsidies, tax incentives, and water rights trading are used to incentivize water resource conservation and ecological protection and restoration. At the same time, we will strengthen coordination and cooperation across regions and watersheds, and promote the formation of a water resource protection pattern of joint construction, governance, and sharing. Finally, this article proposes policy recommendations for improving the value accounting and compensation mechanism of water resources in the Chengdu Chongqing economic circle. Suggest strengthening the construction of water resource management regulations and improving the system of paid use of water resources; Increase investment in technology and talent cultivation to improve the accuracy and scientificity of water resource value accounting; Strengthen publicity and education to enhance public awareness of water resource protection; Promote cross regional and cross basin cooperation and sharing of water resources, and jointly address the challenges of water scarcity and ecological degradation.
