Abstract

The scientific and technological evaluation plays an important role in the transformation, application and promotion of scientific and technological achievements. The establishment of the evaluation indicator system on scientific and technological achievements can accelerate the cultivation of new quality productivity of enterprises. The PDCA cycle was introduced into the process of evaluating the scientific and technological achievements of enterprise, which was specifically divided into four stages: the evaluation objectives and plan formulation stage (P), the evaluation indicators design stage (D), the scientific and technological achievements evaluation stage (C), and the evaluation effect improvement stage (A). The evaluation indicator system of scientific and technological achievements was designed from the dimensions of quality, performance and contribution. The results of reliability and validity test and entropy method analysis showed that the constructed evaluation indicator system was reliable and effective. Taking the scientific and technological projects of technological development type of tobacco enterprises as examples, the evaluation system on scientific and technological achievements was verified in order to provide new ideas and methods for the evaluation process management of scientific and technological achievements.
