Implementation Effects of Vietnam’s 2025 Constitutional Amendments: Local Government Restructuring and Border Trade Operations

Vietnam introduced constitutional changes in 2025 to reconstruct the local government system, introducing a two-tier framework of provincial coordination and local implementation. To illustrate how constitutional changes turn into constitutional governance operations, this paper introduces a framework of norm integration, authority reallocation, and procedural front-loading. Based on the border checkpoint cases and monthly trade data between China and Vietnam, it reveals that the impact of reform is to be manifested in a gradual and progressive manner, with the initial volatility and then stabilization in high-coordination settings but not the immediate improvement of performance.
