Review and Optimization Strategies of Local Health Impact Assessment Legislation under the Perspective of "Health in All Policies"

Against the backdrop of the comprehensive implementation of "Health in All Policies", the health impact assessment system has emerged. Guided by the Constitution of the People's Republic of China and the Basic Law on Health Promotion and Basic Medical and Health Services of the People's Republic of China, local legislation has been actively exploring and practicing, achieving notable results in procedural assessment norms, interdepartmental coordination mechanisms, and the application of assessment results. However, due to the insufficiency of higher-level legal basis, there are still deficiencies in these areas that need to be improved. Therefore, this paper proposes legislative suggestions for optimizing local health impact assessment in four aspects: improving the legal system for health impact assessment, establishing a full-chain closed-loop assessment mechanism, enhancing cross-departmental governance capabilities, and strengthening the rigid constraints of assessment results, aiming to lay a solid legal foundation for the implementation of "Health in All Policies".
