Study on Health Effect and Health Equity of Long-term Care Insurance Pilot Policy in China

Abstract

Long-term care insurance (LTCI) is an important measure to actively cope with the aging population in China. In this paper, CHARLS data is used to study the health effects of pilot policies of LTCI through DID model and PSM-DID model, and Dagum Gini coefficient is used to analyze the sources of differences in health equity between urban and rural areas. Results show that the implementation of LTCI has an improvement effect on self-reported health status, but the results after propensity score does not significantly support the conclusion of the improvement effect. In addition, the health inequality mainly comes from the internal differences respectively existed in urban and rural areas, and the difference in self-reported health status of the elderly in the treatment group is more obvious. Therefore, future institutional design should focus on policy coverage of the population and improving services.
