Optimization of the Digital Business Environment in Shanxi Province under the Background of the Rise Strategy of Central China

Against the strategic background of the Rise of Central China, optimizing the digital business environment has become a core driving force for Shanxi Province to transform its resource-based economy, promote high-quality sustainable development, and integrate into regional coordinated development. This paper aims to clarify the current situation, dilemmas and optimization paths of Shanxi’s digital business environment, so as to provide empirical reference for resource-based provinces in Central China to improve digital governance capabilities. Adopting the research methods of entropy weight-TOPSIS empirical evaluation and comparative analysis, this paper constructs a digital business environment evaluation system covering four dimensions: digital infrastructure environment, digital innovation environment, digital market environment, and digital legal governance environment. It measures the development level of digital business environment in Shanxi from three apects: the provincial level, regional level and urban level. The results find that Shanxi has made initial progress in the construction of digital business environment, but regional and urban level exsist huge differences. From the perspective of sustainable development, this paper puts forward targeted optimization paths from four aspects: the construction of digital infrastructure, the development of digital talent teams, the digital transformation of enterprises, and the improvement of government environment, so as to help Shanxi break through development bottlenecks and boost the high-quality growth of the Central China. This study enriches the theoretical research on the coupling of national regional strategies and digital business environments, and has practical guiding significance for the sustainable development of resource-based regions.
