Abstract

The International Health Regulations (IHR) (2005) gives health guidance to prevent global outbreaks of infectious diseases and help contracting parties to become open and cooperate. The lack of horizontal information shared among States parties, the need for pre-epidemic prevention, and the wide variation of State parties' action capacity are the problems that IHR (2005) has to face in COVID-19. The revision of the IHR is necessary. Improving the information-sharing mechanism between States Parties, strengthening the capacity of States Parties to prevent public health incidents, improving the implementation of State parties' response in public health events and refining the health construction regulations of States Parties, and urging States Parties to improve the level of medical and health emergency response are important four aspects which should be implemented now.
