In order to reduce the harm of emergencies and safeguarding the safety of people's lives and property, this paper focus on the modernization of grassroots emergency management capabilities, so as to improve the ability of grassroots units to deal with emergencies. In the research process, the literature research method and case analysis method were used to analyze and summarize the development process and current situation of grassroots emergency management.
