With the acceleration of population aging, home-based elderly care has become the foundation of China's elderly care service system. As a province with a high aging rate and uneven development, Anhui's home-based elderly care service institutions are highly representative. Based on reviewing relevant theories and literature, this study explores the current development of home-based elderly care service institutions in Anhui through case analysis and policy text analysis. It delves into the practical challenges they face, such as mismatched supply and demand of services, a shortage of professional talent, and weak sustainable operational capacity. Accordingly, targeted optimization pathways and countermeasures are proposed to provide theoretical references and practical insights for improving regional home-based elderly care service systems.
