Based on panel data from 277 prefecture-level cities (2014–2023), this paper examines the impact, pathways, and regional differences of digital-green integration on urban modern energy system construction using entropy-weighted TOPSIS, coupling coordination degree, and two-way fixed effects, mediation, and moderation models. The results show that digital-green integration significantly promotes urban modern energy system development. Green technological innovation serves as a mediating mechanism, while industrial structure upgrading plays a positive moderating role. Moreover, these effects exhibit notable regional heterogeneity.
