The low-altitude economy is accelerating its penetration from urban to rural areas, becoming an emerging force driving rural revitalization. This paper constructs a three-dimensional analytical framework of “technology empowerment–industrial integration–spatial reconstruction” to explain the theoretical logic of the low-altitude economy empowering rural revitalization. Taking Shandong Province as a typical case, this paper systematically reviews its agricultural low-altitude economy development practices, analyzes the realistic bottlenecks from three dimensions—fragile innovation chain, homogenized application scenarios, and lagging institutional supply—and proposes promotion paths with scenario innovation as the driver, technological breakthroughs as the core, and institutional optimization as the guarantee, so as to provide a reference for the low-altitude economy to empower rural revitalization.
