Abstract

The introduction of foreign talents plays a critical supporting and driving role in enhancing regional innovation-driven capacity and fostering new strengths of the open economy. Shandong Province has witnessed continuous expansion in the scale of foreign talent introduction and steady improvement in service efficiency, gradually forming a distinctive regional model for talent attraction and development. However, prominent challenges remain: the proportion of high-end and top-notch talents is relatively low, the alignment between talents and industrial demands is insufficient, regional distribution of talents is unbalanced, and the mechanisms for talent introduction and utilization are imperfect. To address these issues, this study proposes targeted strategies and suggestions for promoting the high-quality development of foreign talent introduction in Shandong Province, including optimizing policies for foreign talent programs, refining the mechanisms for talent introduction and utilization, innovating talent cultivation and development modes, and building a sound talent ecological environment.
