Abstract

As the first international law document to guide the procedure of transboundary environmental impact assessment, the Convention on Environmental Impact Assessment in a Transboundary Context is of great significance. This analyse briefly introduces the contents of the Convention, takes the Bystroye Canal Project in Ukraine as the starting point, analyzes its unique institutional highlights of the Convention, including inquiry procedure, compliance review and public participation. Finally, it affirms the positive role of the Convention, and puts forward the challenges faced by the Convention in overlapping application, standard updating, participation procedures and implementation effectiveness.
