A smart city is a crucial component in attaining high-quality development and is a prerequisite for urban digitalization to advance into intelligence. In the Communist Party of China's 20th National Congress report, General Secretary Xi Jinping emphasized the need to create a smart, resilient, and livable city. The people desire and the times demand that a new kind of city be built—one that is inventive, smart, safe, livable, resilient, and harmonious. High-quality urban development has gained fresh impetus from smart cities, an urban development paradigm that intimately combines the digital economy and modern urbanization. This article discusses the influencing factors of smart city construction on high-quality urban development, thereby providing important inspiration for the construction of smart cities to promote the macro goal of high-quality urban development.
