With the deepening development of quality education, mental health education has gradually received attention and become an increasingly important component of compulsory education in primary and secondary schools. In order to effectively promote mental health education in primary and secondary schools, the country has successively introduced various policies and achieved significant results. However, the implementation of mental health education policies still faces many problems. This article analyzes the constraints on the implementation of mental health education policies in primary and secondary schools within the framework of the Smith model and attempts to propose optimization suggestions.
