This paper extensively investigates the dissemination of black and white illustrations in the public domain and their societal impact. Through an analysis of dissemination forms, social effects, and future development trends, it delves into the applications of black and white illustrations in print media, digital media, exhibitions, and events. It focuses on exploring the effects of black and white illustrations on individual cognition, the transmission of social and cultural values, and the promotion of public policies. Case studies are utilized to showcase the applications of black and white illustrations in healthcare, environmental protection, and education, along with their positive outcomes. The paper proposes evaluation and monitoring mechanisms to assess the quality and effectiveness of the dissemination of black and white illustrations in the public domain. Additionally, it suggests policy recommendations such as government funding support, tax incentives, intellectual property protection, and educational training to facilitate the sustainable development of black and white illustrations in the public domain.
