In his youth, Engels paid close attention to the poor life and working conditions of the working class, and took Britain, a typical capitalist country, as an example to witness and criticize the "oppression" of the poor people by the British "Poor Law" based on his own observation and reliable materials, pointing out that capitalism was unable to solve the poverty problem between urban and rural areas. Therefore, a comprehensive criticism of the British "Poor Law" is launched, which has important practical enlightenment for China to improve its social security system.
