Structural Coupling and Functional Reshaping: A Political Economy Analysis of Party Building Leading High-Quality Development of Rural Industries
A case study of Qingyuan's Practice in the "100-1000-10000 Project"

Against the macro background of comprehensively promoting rural revitalization and implementing the "High-quality Development Project for Hundreds of Counties, Thousands of Towns, and Myriads of Villages" (hereinafter referred to as the "100-1000-10000 Project"), the high-quality development of rural industries faces structural contradictions characterized by fragmented factors, loose organization, and difficulties in market docking. Traditional reliance solely on market mechanisms or administrative directives struggles to effectively solve the connection problem between "small farmers and big markets." Based on the perspective of Marxist political economy, this paper introduces the analytical framework of "Structural Coupling" and "Functional Reshaping." Taking the rural industrial practice in Qingyuan City, Guangdong Province, as a field observation object, it explores how Party building leadership becomes the core endogenous driving force for promoting rural industrial modernization. The study finds that the essence of Party building leading rural industrial development is the active adaptation and positive reaction of the superstructure to the economic base. By embedding the political structure of Party organizations into the economic structure of the industrial chain, the transformation from political potential to economic momentum is realized (Structural Coupling). By reconstructing resource allocation methods, reducing institutional transaction costs, and optimizing interest distribution mechanisms, the Party organization realizes a role transformation from single administrative control to empowering industrial development (Functional Reshaping). This "Qingyuan Experience" provides a vivid practical sample and theoretical footnote for understanding the political economy of rural areas with Chinese characteristics.
