As an emerging industry, the cultural industry has become an important indicator for measuring the comprehensive competitiveness of a city. Shenyang, as the region with the most concentrated historical and cultural relics in Northeast China, the cultural regional center of Liaoning Province and the "birthplace of one dynasty and capital of two emperors", boasts diverse cultural resources such as Qing culture, Republic of China culture, Anti-Japanese War culture and old industrial base culture. It plays a leading role in the cultural industry pattern of the whole province. However, influenced by the overall economic situation in Northeast China, Shenyang's cultural industry is confronted with problems such as a weak demand foundation, scattered layout, incomplete industrial chain, and insufficient innovation capacity. Compared with advanced cities like Beijing and Shanghai, there is still a gap. Based on the theory of cultural industry competitiveness and in combination with the current development status of the cultural industry in Shenyang, this article proposes targeted strategies from the dimensions of stimulating cultural consumption demand, integrating cultural industry resources, extending the cultural industry chain, and enhancing cultural innovation capabilities, aiming to provide theoretical support and practical guidance for the high-quality development of the cultural industry in Shenyang.
