The deep integration of higher education and digitalization in China is an inevitable trend. Assessing the effectiveness of digital transformation of teaching and learning in higher education through maturity evaluation is an important perspective. This study reviews the maturity research on digital transformation of teaching and learning at home and abroad. Based on the practical characteristics of higher education, it extracts the key elements of digital transformation and builds a measurement index system for digital transformation of teaching and learning in higher education. The system includes 3 basic dimensions, 9 key process domains, 26 sub key process domains, and 5 maturity levels. This study introduces a maturity index to better describe digital transformation in a more fine grained way.
