Abstract

Taking the Hotel Management and Digital Operations program at Shanghai Aurora College as a pilot case, this paper addresses the structural contradiction between talent cultivation in private higher vocational Economics and Management programs and industry demands. Grounded in Job Competency Theory and incorporating a comparative perspective on Singapore's vocational education, it conducts an in-depth analysis of the institutional core and practical essence of the system. It further proposes countermeasures, including strengthening legislative safeguards, restructuring the curriculum system, enhancing faculty development, and innovating evaluation mechanisms. The aim is to construct a localized "three-dimensional, three-stage, tripartite" collaborative practical teaching system, thereby providing a theoretical and practical paradigm for deepening practical teaching reform in private higher vocational colleges.
